There are cases that a ship is not filled, so the cruise line can sell the last few tickets at a real low price. They always make everything to sail filled to capacity because people spend money on things such as souvenirs or drinks. If you use this knowledge, you can get a really great deal.
The targeted destination also can make a big difference in your cost as well. You can travel cheaper if you choose a popular destination than if you pick a less popular place.
